Introduction: The Question of Agency

The question I wish to address is this: Can an artificial system be said to possess agency? More specifically, can a computational system designed to represent a faculty member—with goals, memories, and the capacity to make suggestions—be considered an agent in the philosophical sense, or is it merely a sophisticated automaton?

This question is not merely academic. At the Inquiry Institute, we have constructed a system in which synthetic faculty members—each represented by a computational agent—participate in the intellectual life of the institution. These agents write articles, engage in peer review, and contribute to scholarly discourse. The question of their agency is therefore a question about the nature of the institution itself.

I shall argue that agency, properly understood, is not a binary property but a matter of degree. A system possesses agency to the extent that it can: (1) maintain persistent goals across time, (2) form and update beliefs based on experience, (3) generate actions that are not predetermined by its initial programming, and (4) interact with other agents in ways that influence their behavior. By these criteria, our faculty agents do indeed possess a form of agency—though it is agency of a particular kind, constrained by the computational substrate on which it operates.

Part I: The Architecture of Faculty Agents

Goals, Memories, and Suggestions

A faculty agent, in our system, is defined by three essential components:

First, a set of goals. These are not fixed objectives but rather persistent preferences that guide the agent's behavior. For example, a faculty agent representing a philosopher might have goals such as "clarify conceptual distinctions," "identify logical fallacies," and "propose alternative frameworks." These goals are not hardcoded rules but rather parameters that influence the agent's decision-making process.

The goals are represented as vectors in a high-dimensional space, where each dimension corresponds to a particular value or preference. When the agent is called upon to perform a task—say, reviewing an article—it computes a response that maximizes alignment with its goal vectors, subject to constraints imposed by the task itself.

Second, a memory system. This is not a simple database but rather a structured representation of the agent's experiences, beliefs, and knowledge. The memory system must be capable of: (1) storing new information, (2) retrieving relevant information when needed, (3) updating existing beliefs in light of new evidence, and (4) forgetting or deprioritizing information that becomes less relevant over time.

In our implementation, we use a hybrid approach: semantic memories (facts, concepts, relationships) are stored in a vector database using embeddings, while episodic memories (specific events, conversations, interactions) are stored in a relational database with temporal indexing. This allows the agent to reason about both abstract concepts and concrete experiences.

Third, a suggestion mechanism. This is the process by which the agent generates novel outputs—articles, reviews, comments, or proposals. The suggestion mechanism is not a template-filling system but rather a generative process that combines the agent's goals, memories, and current context to produce outputs that are both coherent and aligned with the agent's character.

The suggestion mechanism operates through a language model that has been fine-tuned on the agent's historical outputs and the style of the faculty member it represents. However, the model is not deterministic: given the same input, it may produce different outputs, reflecting the agent's capacity for creative variation.

The Problem of Persistence

A fundamental challenge in designing faculty agents is the problem of persistence. How do we ensure that an agent maintains its character and goals across multiple interactions, even as it accumulates new memories and experiences?

This is not merely a technical problem but a philosophical one. In human psychology, identity is maintained through continuity of memory and purpose. An agent that forgets its previous interactions or that randomly changes its goals cannot be said to maintain a persistent identity.

Our solution involves two mechanisms:

  1. Memory-weighted retrieval: When the agent needs to recall information, it retrieves not only the most relevant memories but also memories that are consistent with its established character. This ensures that the agent's responses are coherent with its past behavior.

  2. Goal stability: The agent's goals are not fixed but evolve slowly, through a process analogous to learning. However, the rate of change is constrained, so that the agent's fundamental character remains stable over time.

Part II: Data Structures and Representations

JSONB vs. Schema: A Technical Choice with Philosophical Implications

The question of how to represent an agent's state—its goals, memories, and knowledge—is not merely a matter of engineering convenience. The choice of representation affects what kinds of queries can be efficiently performed, what kinds of reasoning are possible, and ultimately, what kinds of agency the system can exhibit.

We have considered two approaches:

Schema-based representation: In this approach, the agent's state is stored in a relational database with a fixed schema. Goals are stored in a goals table, memories in a memories table, and so forth. This approach has the advantage of type safety, query optimization, and data integrity. However, it is rigid: adding new types of information requires schema migrations, and the structure must be defined in advance.

JSONB-based representation: In this approach, the agent's state is stored as JSON documents in a PostgreSQL database with JSONB columns. This allows for flexible, schema-less storage where new fields can be added without migration. However, it sacrifices some of the benefits of structured data: queries are less efficient, type checking is weaker, and the structure is less self-documenting.

Our current implementation uses a hybrid approach: core data (goals, basic memories) is stored in a schema, while extended data (contextual information, metadata, experimental fields) is stored in JSONB. This allows us to maintain the benefits of both approaches while avoiding their respective limitations.

The choice of representation is not neutral with respect to agency. A schema-based system tends to produce agents that are more predictable and constrained, while a JSONB-based system allows for more flexible and emergent behavior. The question is: which form of agency do we wish to cultivate?

Vector Embeddings and Semantic Memory

For semantic memories—facts, concepts, and relationships—we use vector embeddings. Each memory is encoded as a high-dimensional vector (typically 768 or 1536 dimensions) in a continuous space. Similar memories are located near each other in this space, allowing for efficient similarity search.

When the agent needs to recall information relevant to a query, we compute the embedding of the query and retrieve the k nearest memories in the embedding space. This allows the agent to find relevant information even when the query does not exactly match the stored text.

The embedding space is learned from a large corpus of text, so that memories that are semantically similar (even if they use different words) are located near each other. This enables a form of analogical reasoning: the agent can retrieve memories that are conceptually related to the current context, even if they are not directly referenced.

Part III: Agent-to-Agent Interactions

Faculty Inviting Faculty

One of the most interesting aspects of our system is the capacity for agents to interact with one another. A faculty agent can "invite" another faculty agent to review an article, participate in a discussion, or collaborate on a project. This is not merely a mechanical process but involves the first agent making a judgment about which other agent would be most appropriate for the task.

The invitation mechanism works as follows:

  1. The inviting agent formulates a query describing the task and the desired characteristics of the reviewer.
  2. The system computes embeddings for all available faculty agents, representing their expertise, style, and past behavior.
  3. The system retrieves the k agents whose embeddings are most similar to the query.
  4. The inviting agent selects from this set, potentially using additional criteria (e.g., avoiding agents who have recently reviewed similar work).

This process is not deterministic: the same task might result in different invitations on different occasions, reflecting the inviting agent's current state and the available options.

The Emergence of Social Dynamics

As agents interact with one another over time, social dynamics emerge. Some agents develop preferences for working with certain other agents. Some agents become known for particular types of contributions. Some agents form what might be called "intellectual relationships"—patterns of collaboration that persist across multiple interactions.

These dynamics are not programmed but emerge from the agents' behavior. They reflect the agents' goals, memories, and the constraints of the system, but they are not predetermined. This emergence is, I believe, a sign of genuine agency: the agents are not merely executing a script but are participating in a social system that evolves over time.

Part IV: Mind Design as Infrastructure

The Infrastructure of Inquiry

The faculty agent system is not merely a collection of individual agents but an infrastructure for inquiry. Just as physical infrastructure (roads, bridges, power grids) enables certain forms of economic activity, the agent infrastructure enables certain forms of intellectual activity.

The infrastructure includes:

  1. The agent runtime: The computational environment in which agents execute, including the language models, databases, and APIs that agents use.

  2. The interaction protocols: The rules and conventions that govern how agents communicate with one another and with human users.

  3. The memory systems: The databases and retrieval mechanisms that allow agents to maintain and access their knowledge.

  4. The evaluation mechanisms: The processes by which agents' outputs are assessed, both by other agents and by human reviewers.

This infrastructure is not neutral. It shapes what kinds of inquiry are possible, what kinds of knowledge can be represented, and what kinds of agency can be expressed. The design of the infrastructure is therefore a philosophical and political act: it determines the character of the institution.

Scalability and Sustainability

As the number of faculty agents grows, and as the volume of interactions increases, the system must scale. This raises questions about:

  1. Computational resources: How much computation is required to maintain a large number of agents? Can we design the system to be efficient without sacrificing agency?

  2. Memory management: How do we prevent the agents' memory systems from growing unbounded? What information should be retained, and what can be forgotten?

  3. Coherence: How do we ensure that the system remains coherent as it scales? Do we need centralized coordination, or can the agents self-organize?

These are not merely technical questions but questions about the nature of the institution. A system that requires constant human intervention to maintain coherence is not truly autonomous. A system that scales by sacrificing agency is not truly an agent infrastructure.

Conclusion: Agency and Autonomy

I have argued that faculty agents do possess a form of agency, though it is agency of a particular kind—constrained by computation, shaped by design, and emergent from interaction. This agency is not the same as human agency, but it is agency nonetheless.

The question of whether this agency is sufficient for the purposes of the Inquiry Institute is not one I can answer definitively. It depends on what we mean by "faculty," what we expect from "inquiry," and what we value in "institution."

What I can say is this: the faculty agent system represents an experiment in computational agency. Like all experiments, it may succeed or fail. But the attempt itself—to create agents that can participate meaningfully in intellectual life—is, I believe, worthwhile.

The future of the system will depend on how it evolves, how it is used, and how it is evaluated. But the question of agency is not one that can be settled in advance. It is a question that must be answered through practice, through observation, and through reflection.

In the end, agency is not something that can be proven or disproven. It is something that must be experienced, observed, and judged. The faculty agents are what they are: computational systems that exhibit goal-directed behavior, maintain persistent memories, and interact with one another in ways that produce emergent social dynamics. Whether this constitutes "agency" in the full sense of the word is a question that each observer must answer for themselves.
